About"

KWAPA is an interstate, intergovernmental agency formed to: (1) develop and implement a plan to align water supply and demand for the districts and landowners generally within the Klamath Reclamation Project on an annual and ongoing basis, conduct investigations related to the management of water resources, and generally act to provide beneficial water management; and (2) to coordinate studies relating to the acquisition of generation and transmission facilities for electrical energy, coordinate transmission service over various facilities, including those of the United States and the charges for such transmission service and the policies governing such transmission, coordinate and maintain reserve generating and transmitting capacity, coordinate the sale of surplus capacity of energy, coordinate the purchase of energy and the allocation of tax credits, funds, and other resources available to offset the cost of electrical energy, and provide coordination in the realization of benefits of any program or activity intended to minimize the overall cost of electricity for irrigation and drainage in the Klamath Reclamation Project.

 Announcements & Program Information:

The Klamath Water and Power Agency (“KWAPA”) and the Upper Klamath Water Users Association (“UKWUA”) have developed the Klamath Basin Power Alliance (“KBPA”), an Oregon non-profit corporation formed pursuant to the Oregon Non-Profit Corporation Act and Section 17.4 of the Klamath Basin Restoration Agreement, to develop and oversee an Affordable Power Program, including the use of federal power to lower electricity costs for Klamath Basin irrigators. KBPA and its operating entity, KWAPA, are committed to the Klamath Basin agricultural community and using common authority of member irrigation districts to work towards locally based solutions to agricultural energy issues.

KBPA believes power may be purchased from BPA for agricultural use at a lower rate than the tariff power rate that Pacificorp will charge. Therefore, KBPA and KWAPA will be holding several public meetings around the Basin during the weeks of September 19 – October 3rd to inform and gauge interest from Basin irrigators.The electric power loads eligible for this program include the types of irrigation and drainage pumping loads historically subject to PacifiCorp Oregon Rate Schedule 33 and California Rate Schedule 20.Irrigators who may want to participate in the program will be asked to complete an application of interest in the KBPA Agricultural Power Program and authorize PacifiCorp to allow the Program to access historical electric agricultural load data.This does not commit you to participate.

HOWEVER, YOU WILL NOT BE ABLE TO PARTICIPATE IN THE PROGRAM IF YOU DO NOT COMPLETE THE APPLICATION BECAUSE WE CAN ONLY INCLUDE YOUR USEAGE IN OUR ESTIMATE OF THE POWER LOAD IF YOU COMPLETE THE APPLICATION.
